Leveling up in Boat Captain
Leveling up in the Boat Captain skill can seem hard, especially getting a hold of a Hoverboat itself. If you don't have a hoverboat, the best way to borrow one would be to go to Karuna Plaza and get in a group of people and ask if anybody has one. Normally, someone will Bounce at the Chance, and or will contact their friend(s) about it. Sitting Idle or flying around in a Boat does level up, but does not level up as fast as it does with more people in the Boat. A Boat can have up to 5 People at a time including the pilot.

Holding the Up and Down Arrow key makes the Hoverboat Fly straight up. In order to go down or Fall fast, holding down just the down arrow key doesn't work as fast as holding down a down arrow and a left or right arrow at the same time. This causes you to fall in a downward spiral and is much faster.
