A. A Development Zone is similar to a Neighborhood Zone with one key difference.  While the owner and tenants of a Neighborhood Zone are both able to drop and move Neighborhood Lots within a Neighborhood, the owner of a Development Zone is the only person who can drop Development Lots within his or her Zone.  Development tenants cannot drop, pick-up or move any Lots they have rented within a Development Zone.   This gives the Development owner more control over the layout of the Zone.

The Development Lot can only be moved by the Development Owner.
